Only a small number of people have concealed carry licenses for lutefisk in Norway. Most counties were "shall issue" before a recent accident where a taxi driver driver was assaulted with frozen meatloaf, obviously because the assailant was a law-abiding citizen who did not carry a pocket knife, but now they are mostly "may issue". The police are in general quite sympathetic to people who apply for a license to carry lutefisk for personal or home protection, however. And I bet most of you furriners thought lutefisk was foodstuff, but it is way more lethal than you can imagine in the wrong hands! But seriously, lutefisk just has a seriously bad reputation.
