He means "anabolic steroids", specifically hormones resembling testosterone, which stimulate anabolism (the constructive phase of metabolism) in the body. These hormones are widely used to enhance the effect of muscle building. A sports star discovered to be on steroids is demoted to _asteroid_. (Just kidding.) I think catabolic steroids give a better picture of the development of some languages where this expression is used.
