Actually, they responded on this newsgroup once before and said that
it's some sort of copyright and/or contract thing, that they're in the
middle of arranging for it to be published in book form, and the publisher
is willing for the page-by-page HTML version to be freeely-accessible
on the Net, but they don't want people downloading "the whole thing".

Aha! Look up one level from the above URL, and you'll see the following
notice (large, boxed, prominently outlined) in the middle of the page:
