I don't think so. First of all, the documentation about building images says that :include-common-graphics is no longer supported and "If you are building a development image, specify :include-ide true and Common Graphics and the IDE will be in the image. If building an application image, use the project system in the IDE" . Moreover I remember a mail from Kevin Layer (Franz support) saying that ,unfortunately, using the IDE is the only way to make an application image that includes CG.
