I'm trying to use generate-application to create an .exe on Windows.
Here's what I'm getting.

Error (from ERROR): Can't inherit context LOOM::BUILT-IN-THEORY while
defining context CB-ARG-THEORY because LOOM::BUILT-IN-THEORY is
undefined.  Abandoning definition of CB-ARG-THEORY.

Yet LOOM::BUILT-IN-THEORY is defined in some files that
generate-application successfully loads prior to printing this error.

What could be causing this? How can I go about debugging it?
