I'm not aware of any Win-Emacs ports of version control packages like VC,
but it should be fairly easy assuming you already have a Windows version
of RCS/CVS that is Unix compatible (with luck, VC might already work as is).

OTOH, if you're interested in using VC with the Editi interface between
ACL and Win-Emacs, it will take some more effort in order to enhance the
Editi tools so that they integrate smoothly with version control tools.
This is something I have been planning, but the work awaits funding
(if someone is interested in funding such work please contact me).
